Workaround

1. Navigate to the admin REST endpoint of the layer view.
2. Click 'Update Definition', and press Ctrl + F on 'Editor'.
3. Change the following settings, and click 'Update Definition':

"enableOwnershipAccessControl" : true, 
"allowOthersToQuery" : false, 

should be changed to:

"enableOwnershipAccessControl" : false, 
"allowOthersToQuery" : true,
