A layer added with stored credentials and shared to ArcGIS Hub does not honor the custom basemap when viewed on the ArcGIS Hub Explore page.

Workaround

  1. In ArcGIS Online, open the item details page of the layer added with stored credentials.
  2. Navigate to Settings > Edit extent.
  3. Set the extent of the layer and click Save.

When viewing the layer in ArcGIS Hub, the basemap settings are honored.
