A large number of ArcGIS Server map services give a broken layer and fail to draw when added into ArcGIS Server by clicking 'View in ArcMap' on a REST Services Directory page. The result is the same using 'Open in ArcGIS Desktop' on ArcGIS.com, which launches the same REST f=lyr mechanism on the server. This affects approximately 25% of map services.

Workaround

In Catalog, connect to the server manually. As the REST Services Directory does not give the SOAP URL needed to make this connection, the first part of the REST URL of the Services Directory, e.g. http://geodataserv.hpc.msstate.edu/ArcGIS/rest/services, has to be copied and pasted.Remove the ‘rest’ part to make the standard SOAP URL pattern:http://geodataserv.hpc.msstate.edu/ArcGIS/services.Then connect to the server and add the service of choice into ArcMap.
