The metadata is displayed in a web browser control. Depending on the version of ArcGIS Pro, the metadata display might use different web browser controls. In ArcGIS Pro 2.9.x, the metadata displays using the WebView2 control, which is based on Microsoft Edge. When a link is clicked in any web browser and the target of the link is opened in a new window, the new window will always be a new instance of the same web browser, regardless of the computer's default web browser. Since ArcGIS Pro 2.9.x uses the WebView2 control, the new browser window is always an instance of the same browser, for example, Microsoft Edge. Try to use any machine in any web browser. Open a non-default web browser application (if Chrome is the default browser, open Microsoft Edge, Internet Explorer, or Firefox) and go to any web page, for example, esri.com. Right-click any hyperlink and click Open In New Window. The new window is another instance of the same browser, not the default browser. It is a security risk if a web browser is able to run a different program on the computer. In other cases in ArcGIS Pro where a link opens the default browser, it is a case where the dialog or the window in which the link is clicked is not a web browser.
