A hosted tile layer published from ArcGIS Pro has a white background if the data has 'GCS NZGD 2000' and the tiling scheme has 'NZGD 2000 New Zealand Transfer Mercator' spatial reference.

Additional Information

The white background observed on the tiles is expected for JPEG tiles. The provided tiling scheme specifies JPEG at 90% compression as the desired image format. When sharing as web layer, the tiling scheme properties are honored. The Create Map Tile Package tool creates tiles with a white background if the same image format is selected. If a transparent background is desired, choose an image format that supports transparency, such as PNG.

Workaround

Use the Create Map Tile Package tool in ArcGIS Pro to create the tile package. Add the tile package to ArcGIS Online > Content, and publish the tile layer.
