Workaround
- Restart the ArcGIS Server service, or set it to run on a delayed start.
- Use the Clear Rest Cache operation in the ArcGIS Server Administrator REST API. Refer to the documentation for more information: https://developers.arcgis.com/rest/enterprise-administration/server/handlersrestcacheclear.htm.
