Additional Information
This is by design, setting 'What features can editors see?' to 'Editors can only see their own features' by default provides the best data security and provides the form author the ability to deliberately select who has access to the data.

Workaround
There are three workarounds:
- Create a view through ‘Share results’ through survey123.arcgis.com and use this view.
- Go to the settings of the hosted feature layer, adapt a setting and save, change that setting back to the original setting and save again, and create a new view. This ensures the settings of 'editorTrackingInfo' in the JSON script are correct.
- Update the service definition of view 1 through the rest.
