This behavior is as desgined. Refer to the following documentation for more details: https://support.esri.com/en-us/knowledge-base/faq-what-are-the-form-and-results-hosted-feature-layer-000019065. The documentation states, "The results view is created for surveys published from either the Survey123 website or Survey123 Connect. It is used to manage permissions for accessing the survey’s data as a non-owner. The settings on the Collaborate > Share results page of the Survey123 website determine the data users can see and actions they can perform.
