This issue is addressed in ArcGIS Pro 3.4 and 3.3.3, as well as ArcGIS Enterprise 11.4.Workaround
This defect is resolved for ArcGIS Enterprise 11.3 in the ArcGIS Server 11.3 Production Mapping Topographic Production Service Patch.
