This issue is addressed in ArcGIS Server 11.2.Workaround
Use different geodatabase versions as follows:
10.6.1
Works: Feature class WFS service getFeatures from Oracle 11.2 geodatabase 10.6.1.

Works: Feature class WFS service getFeatures from Oracle 11.2 geodatabase 10.6.1.
