Workaround

The edges of the images can be smoothed by inserting a second raster with a smaller cell size. This causes the original raster to be resampled at a finer scale. Example:
  1. Add inland_34_1_128x128.tif to a new mosaic dataset (WGS 1984)
  2. Note the stair stepping of the edges
  3. Open properties of the mosaic dataset and note cell size
  4. Add inland_34_1_128x128_fine.tif to the same mosaic dataset
  5. Note the edges have now been smoothed
  6. Open properties of the mosaic dataset and note cell size is now defaulting to smaller cell sized raster
