Known Limit. Personal Geodatabases are not supported in 64-bit geoprocessing. ArcGIS Server uses 64-bit geoprocessing. This is documented here. http://desktop.arcgis.com/en/arcmap/latest/analyze/executing-tools/64bit-background.htm

Workaround

Use a registered file geodatabase.
