Duplicate of BUG-000161936.Workaround
Create an OR structure that combines 'does not contain' OR 'is blank':
- Click the 'Add a set' button and choose 'Any of the following expressions in this set are true'.
- Add both the 'does not contain' and 'is blank' statements. If either is true, the features are kept.
