A federated ArcGIS Server site fails to generate tokens from Portal for ArcGIS REST endpoint when services or the portal URL uses a subdomain that matches *.*qa.arcgis.com.

The behavior described in this issue will not be addressed in the current ArcGIS Server Manager application. A next-generation Server Manager application is being developed. The team will evaluate whether to address this issue in the new application. If resolving this issue is critical to your workflows, contact the Technical Account Manager or reach out to Esri Support to log feedback for the new application. In the meantime, use the provided workaround.Workaround
Deploy using a different top-level domain other than arcgis.com.
