A feature layer of a feature class with the pipe symbol “|” in the name, which is changed automatically to an underscore by ArcGIS Pro during publishing, cannot be overwritten.

Workaround
Ensure that all pipe symbols in the layer names in the Table of Contents are replaced before publishing the data the first time.
