Workaround

  1. In ArcGIS Pro 2.2.4, use the Add Join geoprocessing tool to create a feature class with a temporary join.
  2. Use the Copy Features geoprocessing tool to create a feature class with a join that is permanent.
  3. Apply the definition query. The data filters properly.
