Additional Information
ArcGIS Hub's download system will either serve an existing cached download file or generate a new one based on a request by the user. If a dataset's title is changed directly before the download request, then the indexer may not have received a notification to update in time. This will result in an outdated title in the download file.
Workaround
In the Settings workspace pane, request a manual update of the dataset after metadata changes to push re-indexing to the ArcGIS Hub systems.
