A customized role with Publisher privileges and 'Create with update capabilities' for groups is not compatible with GIS Professional user types when configuring a new member default.

Additional Information
This is as designed. The default Administrator role and custom roles with organization administration privileges are not allowed to be set in the 'New member defaults' settings. Updates to the relevant documentation and user interface are planned to be implemented in the future release to better reflect this design.Workaround
Manually assign the role to each member of the organization with the GIS Professional user type.
