Workaround

Apply the thumbnail, description, summary, and tag(s) at the service level in ArcGIS GIS Server rather than at the item level in Portal for ArcGIS. Follow the steps below:

1. Sign in to the ArcGIS Server Administrator Directory, and navigate to 'Services'. Select the service in question, and go to iteminfo > upload.

2. Enter 'folder' as: "thumbnail".

3. For the file, select the custom image to be used as the thumbnail (i.e. “CustomImage.png”), and select 'Upload'.

4. Once uploaded, select 'edit' from the iteminfo page.

5. In the text shown, change the entry of 'thumbnail.png' to the name of the image that was uploaded in Step #3 above. Do not modify the folder name, 'thumbnail'. The line appears as the following:

"thumbnail": "thumbnail/CustomImage.png", and select 'Update'. Additional settings for description, summary and tag(s) can also be edited here.

6. Sign in to ArcGIS Server Manager, and view the service status to confirm that the thumbnail, description, summary, and tag(s) have been updated.

7. Navigate into the service settings, and press 'Save and Restart' for the service item. When modified in this way, the thumbnail, description, summary and tag(s) are repopulated and present when looking at the item information in the Portal for ArcGIS site.
