Additional Information
This is expected behavior as a current requirement to publish an ArcGIS StoryMaps theme is to be able to share items with everyone.
There is no specific administrative privilege required. However, admins are able to share items with everyone regardless of other administrative privileges their role has.
The organization's website privilege is not related to publishing themes. This is only needed to configure the StoryMap approved theme group in the StoryMaps organization settings. Workaround
Use an admin role to publish an ArcGIS StoryMaps theme.
