A custom role created in an ArcGIS Enterprise 10.8.1 environment with only the 'Join organizational groups' privilege selected can still view all the organization's content, despite not selecting the 'View content shared with organization' privilege.

All members of an organization can view the content shared publicly in the ArcGIS Enterprise portal. It is not possible to restrict members from viewing the content shared publicly through a custom role.Steps to Reproduce
