This issue is addressed in ArcGIS Pro 3.1 and ArcGIS Enterprise 11.1.Workaround
Upgrade to ArcGIS Enterprise 11.1. The custom locator tool published as a hosted service to Portal for ArcGIS 11.1 works as expected in ArcGIS Pro.
