This issue is not reproducible. If this issue continues to persist, contact Esri Support Services for further investigation.Workaround
The issue is not reproducible when the CSV file is uploaded as a ZIP file. The ZIP file is displayed as a CSV collection under the Category type in the Hub Content library. The data shared as CSV collection (ZIP), is downloaded directly and will point out toward the URL: https://www.arcgis.com/sharing/rest/content/items/760196d3c5f245ae805c90bd3e5d6acd/data.
