A Creator user type is needed when using ArcGIS for Power BI because problems occur with the basemaps for Viewer user types.

This behavior is as designed.Workaround
The Basemap tool must be enabled by the report designer. After the report is published, the viewer can see the Basemap tool on the map. Viewers can also toggle between different basemaps provided in the ArcGIS organization.
