A composite address locator does not publish to ArcGIS for Server 10.1 SP1 on Linux, if the participating locators are of version 9.3 and are copied to the server during publishing.

Workaround

1. Register the location of the participating locators to avoid being copied to the server.2. Use the newer version of locators.
