A certain tile in the Esri Oceans Basemap (located to the SouthEast of Bronx, NY) is not updating when zoomed into a scale of 1:50,000 and closer.

Additional Information
This is a known limitation. There is no cache in this area at Level 14 and larger. According to the Map Item for the base and reference: (http://www.arcgis.com/home/item.html?id=1e126e7520f9466c9ca28b8f28b5e500 & http://www.arcgis.com/home/item.html?id=0fd0c5b7a647404d8934516aa997e6d9):
"The Ocean Base map currently provides coverage for the world down to a scale of ~1:577k; coverage down to ~1:72k in United States coastal areas and various other areas; and coverage down to ~1:9k in limited regional areas."
This is not new to the current Ocean Base & Reference maps. There has never been cache at the larger scales in this area (as seen in the mature support Ocean Basemap: http://www.arcgis.com/home/item.html?id=6348e67824504fc9a62976434bf0d8d5).
