Points that fall on the boundary will have one record for one of the polygons sharing a boundary and one record for the other polygon that shares the boundary. This is documented here: https://pro.arcgis.com/en/pro-app/3.0/help/data/geodatabases/overview/feature-class-basics.htm The maximum distance a coordinate can move to its new location during such operations is the square root of two times the x,y tolerance. The clustering algorithm is iterative so in some cases, coordinate locations may shift more than this distance. All this means the point in question is considered within the tolerance and thus on the polygon boundary line. When a point falls on a line, it is considered to have intersected both polygons so each polygon the point intersected has a record. Pairwise tools perform a similar process using XY Tolerance.
