Additional Information
In the test data provided, the layers in the basemap are set as reference layers. Reference layers are intended to be basemap contents such as labels that are rendered on top of operational layers.Workaround
To achieve the desired effect of basemap layers are rendered beneath operational layers, do not set the layers as reference layers when defining the basemap in ArcGIS Pro. For more information, refer to ArcGIS Pro: Basemaps.Steps to Reproduce
