Bug
A basemap containing a map service with a watermark and transparency setting does not retain the setting if the basemap is switched and switched back using the Basemap Gallery widget in ArcGIS Web AppBuilder.

Publish the watermark layer as a tile layer directly to ArcGIS Online.
