A 3D Tile Package generated from Open scene graph binary (OSGB) data in ArcGIS Pro fails to display as a 3D tile layer in Scene Viewer when hosted in ArcGIS Enterprise.

Additional Information

The client must properly encode the URL when sending requests, with + encoded as %2B. When encoded correctly, the request functions as expected. For example: .../3DTilesServer/Tile_%2B003_%2B003/Tile_%2B003_%2B003.json. Without proper encoding, the IIS web adaptor cannot process the request, and it never reaches the handler.
