Additional Information

This issue is non-reproducible. It is working in ArcGIS 2.9 and 3.1.

Workaround

The following workarounds to display the graphics when using ArcGIS Pro 3.0.x:

1) Select the 1-bit raster on the Contents pane, click the Appearance contextual group of Raster Layer on the ribbon, click the Stretch Type drop-down dialog and choose None.

2) Select the 1-bit raster on Contents pane, click the Appearance contextual group of Raster Layer on the ribbon, click the Dynamic Range Adjustment (DRA) button within the Rendering group.

3) Select the 1-bit raster on Contents pane, open the Symbology setting of the layer, and choose Classify or Unique Values as the primary symbology.
