Fail to register with a geodatabase a spatial table in SDO_GEOMETRY or a spatial view if a login contains the $ character like gen$env and returns the error: "Only the data owner may execute register with geodatabase."

This issue is fixed in ArcGIS Pro 3.4, 3.2.3, and 3.3.2.Workaround
Do not use a user name containing the $ character.
Bad example for a user name: gen$env1
Good example for a user name: genenv1
