When using the Reassign Route tool, the error message "Unable to reassign route" is returned if the 'Use route start measure' check box is checked, and the 'To Measure' value is specified by choosing the measure from the map.

The dataset includes a Z tolerance of ~9 nanometers, which means the segment length also needs to be very small (less than a nanometer). The Z tolerance must be changed to a larger value that aligns closer to the XY and M tolerances (in meters).Steps to Reproduce
