This issue is addressed in ArcGIS Pro 3.3 and 3.2.4.Workaround
- Run the Create Buffers tool with Distance Field as an option instead of the Distance option.
- Use the ArcGIS Pro tool instead of the portal tool. Refer to the following documentation for additional information: https://pro.arcgis.com/en/pro-app/latest/tool-reference/analysis/buffer.htm.
