This issue is addressed in ArcGIS Pro 3.2.Workaround
Use the Import tool built into ArcGIS Pro in the Contingent Values tab to import CSV files. The issue is not reproducible in ArcGIS Field Maps using feature services which are published to ArcGIS Enterprise after using the Import tool to import the values.
