The delete operation on the scene layer does not delete the associated database in the standby tile cache data store.

Workaround
- Remove the standby data store.
- Rename the ArcGIS Data Store folder.
- Configure the data store.
This only works temporarily and the issue comes up again after numerous attempts at the above.
