In ArcGIS Pro 3.1.x, assigning, hanging, or both, a command's shortcut in the Customize the Ribbon tab of the Options window does not work.

Workaround

Workaround to assign a new shortcut combination to a command that already posses a default shortcut:

1. In the Windows File Explorer, navigate to %LocalAppData%\ESRI and open the ArcGIS.Desktop.Config.daml file in a desired text editor.
2. For the command's shortcut, in the Options window, change the <insertAccelerator> tag in the open .daml file to <updateAccelerator>. Save the changes and close the text editor.
3. Open ArcGIS Pro and navigate to the Customize the Ribbon tab in the Options windows. Find the command to assign a new shortcut to. The command should now reflect the updated shortcut assignment.
