Additional Information

The issue occurs in ArcMap 10.8.1 or ArcGIS Pro 2.7 but is non-reproducible in the latest versions of the software. The latest versions of ArcMap or ArcGIS Pro no longer return "Error 999999" but import the events with a "Route Shape Empty" location error.
