This issue is not reproducible in ArcGIS Pro 3.1.2.Workaround
- In ArcMap, on the main menu, click File > Load Production PDF Settings.
- Select and open the XML file.
- On the Export Map dialog box, under Options, click the Format tab.
- On the Format tab, for Picture Symbol, select 'Vectorize layers with bitmap markers/fills'.
- On the Format tab, check (i.e. enable) 'Convert Marker Symbols to Polygons'.
- Save the XML.
