The Select By Attributes tool does not generate the correct SQL syntax for records with a single quotation mark, and returns the following error message: "ERROR 000358: Invalid expression. Failed to execute (SelectLayerByAttribute)".

This issue is addressed in ArcGIS Pro 3.2.

Workaround

Enable SQL and enclose the string with a single quotation mark manually.
