This issue is addressed in ArcGIS Pro 3.1.4, 3.2.1, and 3.3.Workaround
- Use the ArcGIS Pro 2.9 version toolbox (.tbx). This can be created using the Save Toolbox To Version tool.
- Store the project locally.
