This issue is addressed in ArcGIS Pro 3.3.Workaround
In the Usage section of the Split Features (Topographic Production) tool documentation, it is recommended to run the Integrate geoprocessing tool using the Cutting Features and Target Features parameter values to help ensure spatial integrity before executing the Split Features tool. Run the Integrate tool with the following parameters:
in_features="NHDArea #;ArtificalPath #"
cluster_tolerance=None
