This issue is addressed in ArcGIS Pro 3.2.Workaround
Ensure the features for the base address and subunits have values for both the zip5 (Postal) and zip4 (PostalExt) fields if both fields are to be mapped when building the locator. If the Feature ID field is to be mapped when building the locator, the feature for the base address and subunits for the base address must have the same ID. If not, do not map the Feature ID field when building the locator.
