Bug
When merging parcels in a record-driven workflow, the error message, "Merge Feature Failed. The server took too long to answer. The client has timed out. (status code 28)." is returned, even after increasing the 'The maximum time a client can use a service' setting in ArcGIS Server Manager.

This issue is fixed.Workaround
Merge the parcels as polygons, without an active record. Then, manually retire the parent parcels and associate the child parcel to the record. Or, upgrade to ArcGIS Enterprise 11.0 or 11.1
