This is as designed. It is an issue with how the parameters are set, not the software. If the user sets the Place (Points) - Regional Capital - Small Scale 2 layer's label classes, of which there are three to be removed within the same label class, instead of 'Remove all', the labels are placed. The issue is that there are loads of invisible points everywhere for the lower priority layer, which would be ambiguous with the Regional Capital layer positions. The Maplex Label Engine has no way of knowing the points are invisible. The priority has nothing to do with it because it is about labels being ambiguous with regards to other features, not other labels. If lower priority layer features are to avoid unplacing others as ambiguous, then the ambiguity setting needs to be anything other than 'Remove all.'
