Publishing a web map to Portal for ArcGIS with a minimum scale defined and selecting the 'Reference registered data' option in the publishing configuration results in an undesirable visibility range for all layers.

This issue is addressed in ArcGIS Pro 3.2.Workaround
Use ArcGIS Online Assistant or ArcGIS Assistant to view the JSON of the published map. Delete the minScale value for the operational layers in Data to fix the undesirable visibility range.
