When using ArcGIS Pro geoprocessing tools with the Input Raster parameter that accepts an image service, specifying an extent on the Parameters tab does not clear Error 001491.

This issue is addressed in 3.2.Workaround
On the Environments tab, under Processing Extent, click the Extent drop-down arrow and specify the extent respecting the size limits of the image service. Error 001491 on the Parameters tab is now cleared from the Input Raster parameter.
