Workaround 1

In ArcMap, in the Catalog pane, right-click the child database connection (EGDB 11) (SDE user connection) and select Distributed Geodatabase > Synchronize Changes. In the Synchronize Changes Wizard dialog box, select the replica.

Sync completes successfully.

Workaround 2

To sync the changes made to the replica created while both databases have their default version set to protected, connect to the parent database as the data owner and connect to the child database as the SDE user. After making the changes, the replica syncs.
