This issue is addressed in ArcGIS Pro 3.2. Automating in order to address this issue introduces significant risk to the user base for a niche scenario, identifiable through a spatial search against product footprints and corrected. This is emphasized by how few features are actually affected.Workaround
Although the Electronic Navigational Charts (ENC) specification does address this scenario, it is best followed as an encoding guideline for the data compiler. It can be identified through a spatial search against product footprints and corrected.
