Bug
The Apply Symbology From Layer tool does not run when the Input Layer parameter is a TIN layer and the TIN layer that created the layer file (.lyrx) in the Symbology Layer parameter is deleted. Instead, the following error message, "Error 000968: The symbol layer does not match the input layer" is returned.

Do not delete the TIN layer which created the layer file (.lyrx).
